We expand medicade to cover all cost for an illness that cost more than $5000 to treat. We require all individuals to cover the first $5000 medical cost annaually unless the condition being treated is ongoing and continues beyond one year. We change the medical insurance laws so that if a policy covers the first $5000 of cost the policy must pay into medicade $5000 in addition to the coverage. Medicade determines and publishes what it will pay for approved proceedures. No insurance is allowed to cover un-approved procedures. Medicade will not cover any cost until proof is submitted showing payment of the $5000 deductable. Proof is to be supplied by the medical offorer. The $5000 deductable is to be adjusted annaually by the percentage increase or decrease in the average cost of medical treatment nationwide.
