Check or ask your folks to check with whatever authority your community service hrs would be reported to.   You may need to go further than just starting a petition like getting a certain number of signatures, creating something to educate ppl etc.

You should check the requirements for the community service you have to do for school- perhaps a guidance counselor or the teacher assigning the service can help you.
