If yes , would you apply it to US president who can order torture of a child if he/she does it ?

No.  It's just an easy way out for the criminal.  Here's my idea, a color coded inmate system.  Killers wear red.  Thieves/assault and other violent crime wear blue.  Druggies wear green.  Rapists wear pink, with the pedophiles having bonus yellow polka dots.  Put them all in general population and let nature take it's course.

  14. yes, they would deserve it. But what are you trying to get at with that president comment? What President would ever torture a child? How ignorant. Of course there are laws against domestic violence which that may fall into or at least some faction of assault or battery if he did it or ordered it. It also could be considered one of the reasons for Saddam's execution, "Crimes Against Humanity."  No President smart enough to get into office would be dumb enough to torture a child.
