h**l no.  What you are referring to is an Empire like in Star Wars.  The Regional governors would keep the locals in line along with fear.  Never give up one fraction of freedom in the name safety.

It would not work, because of different cultures. The European Union is already starting to crumble around the edges. It's only a matter of time before it collapses back into individual countries with their own laws again. At best, it will only eventually survive as a loose trading bloc.
