I would not, quite the contrary.

I  would instead try to find out why members are not happy with the existing Group. Sometimes they just want to be more in control - great. Make them moderators and have them help with running the existing Group - its a win-win situation.

I would if they were causing problems in my group.  You might make sure your membership list is not accessible to members.  This will keep them from harvesting your member's email addresses to invite to their new group.
