Would you consider a champion great if they fought old men and bums?

There are Champions who can make another fighter appear to be completely inept to where the fighter looks like he never fought in his life and make another fighters age seem like he is an old man:however,fighters earn the right to fight the champion not because he's a bum or old man but rather has fought previous fighters to earn that right in MOST cases. Some of these challengers are legends and soon enough find out the gig is up.   Rocky Marciano had 43 ko's in 49 fights .It didn't matter who he fought , they all went down.

If all his challengers are old men and bums, then no way. I don't consider that a great champion.
