bad if two kids madeout say one was 9 and the other was 7

and they were both girls but they didnt know what they were doing

Not sure what you mean by they didn't know what they were doing.  I think this is a situation where 2 young people became curious and got into doing a little sexual exploring. Not bad, but how do you know about this and what exactly are you questioning and how are you involved ???

I do not consider it bad. Kids just try things, that is Y U have to keep an eye on them. Be glad that is all they were doing and no household pets were involved. Little grrls like to kiss.
