Bush may not be the best president, but he is not the worse. That would be Jimmy Carter. Clinton although not as bad as Carter was not a good president. You seem to have an ax to grind.

Buchanan didn't do what he should have to try to keep the Union together, so according to many historians, he may be the worst. If history repeats itself though, one of the worst presidents will be followed by one of the best.
