If a man lives in same town as you and you see him around but really dont know him that well and then 1 day he starts talking to you and starts rubbing your shoulder..Is he flirting with you/hitting on you.

On the surface it seems like it. But I don't know what conditions he and you are in. If you are having a conversation, and this act is more like a support, then may be he is not hitting.

In any case if it feels awkward to you, be bold and say no.

Ummm yeah. I am only comfortable with a man touching me if he knows me. Otherwise, hands-off buddy...it's called personal space and you are invading it. ;)

YES! Any breach of personal space is flirting! Touching someone , rubbing especially, is flirting unless:

its a shake of the hand, a quick touch of the arm, or a kiss on the cheek. lol There not flirting.

You didn't mention the circumstance under which it happened, so its hard to say.

There are people who get "touchy" when they talk to others and really don't mean anything by it.

If it happen a lot (not just in passing), I would say yes.
