If you are paying for schematics for a device that hasn't been proven then its clearly a scam.  If there is a device available that will do this that you can test first, than you know what you are buying.  If you know and understand every thing  about it than you won't have to live with being a sucker.  Think, if there is no working prototype than some one is trying to make money on an Idea that they couldn't make work for themselves.  Wait for solid proof.
