  1. alcohols with at most 4 carbons are soluble in water. each OH group gives the alkane polar properties. the carbons are non-polar atoms and if the number of carbons is greater than 4 the polarity of OH can not resist against the it so the compound will be nonpolar and will not be soluble in water. methanol and ethanol are water soluble in any proportion and propanol is also water soluble.

  2. Yes.  The lower molecular weight alcohols are soluble in water because the R-C-OH exhibits hydrogen bonding.

But as the number of carbon atoms increases, the alcohol behaves more and more like an alkane and less and less like something with hydrogen bonding, and so past pentanol the water solubility of alcohols drops dramatically.
