I am trying to start a keyholder database similar to this one:

Obviously not for the London area, but for an area that doesnt have a database. Keyholders for properties register their details on the database for £12 per year, and then the local councils/emergency services have access to the database should you need to be contacted in an emergency.
The database would be fully protected, only used for official purposes (weekly audits conducted), and all the local councils/emergency services would be registered users.
On top of this 10% of all proceeds would be given to a local charity that works with young people.
Would you be interested in signing up to the database?
Any suggestions would be great.
