If it is really that big of a deal, governments should defend their networks properly and stop acting like babies when their networks get hacked because they hack other people.

It is very definitely a serious threat. Not only does our government rely on it, but increasingly, major businesses, the financial industry, health care industry rely on it. If someone disrupted major servers on the Internet or crashed the Stock Exchange... just as an example, our economy would be dealt a devastating blow. And there are certainly computer geeks out there with the talent to do it if they had adequate financial backing from a terrorist organization.
