IT would depend on  

1. The condition of the skull.  One from (or belonging to) someone with osteoporosis might be likely.

2.  The sitter.  A heavier person, with sharp but-bones, might be more likely to cause damage.

3.  The surface beneath the skull.  If it is sitting on sharp rocks, more likely to break than soft mud.

4.  Orientation of the skull.  Nose down might be likely to break a weak nose-bone, especially with hard surface beneath.
