Absolutely!

Those rich enough go elsewhere for important things and are making foreign medical practitioners rich. Those who do not go out of country, join the line up and so everyone waits longer and get mediocre care. Competition has a way of making a good person better and I do not see that doctors are any different.

A two tiered system would keep Canadian money in Canada, Good Canadian doctors and nurses in Canada. It would get the line ups moving again.

And putting some rules with teeth in the Medicare system might lead to less waste, less misuse of the system and again - faster moving lines.

The system is not logical - but then most government systems these days are not based on logic.

Yes.  The one tier system is a joke, the only other places that pretend to have it are Cuba and North Korea.  Why should people need to leave their country to get medical care?
