    Something like this:

    Dear Mr. So-and-so,

    I am interested in the such-and-such position at such-and-such company. Please find enclosed my resume. I am looking forward to your reply.

Besides, you wouldn't want to run the risk that you misinterpreted their "Please email resume" statement to mean they didn't want a cover letter. I agree if this is written that way, they should clarify, "Please send resume and cover letter", but you'd be better safe than sorry to send the cover letter.
