Maybe he failed a physical. I didn't realize he had a groin injury last year, so that's the only thing I can think of.

The thing about Feely and the Chiefs is that he was brought in to compete with the two kickers on the Chiefs roster now, Nick Novak and the rookie Connor Barth. According to the story I read in the KC Star, Feely only made 23 of 30 FG attempts in practice while Novak made 27 of 30 and Barth made 28 of 30. In short, his performance was unacceptable.

I do think it's kind of quick to dismiss him altogether, but his injury is obviously still bothering him. Perhaps he can rehab it a bit more and be a late-season pick up this year.
