Writing a bill for government about decriminalization of marijuana possession/cultivation. Got questions?

I'm writing a bill for my U.S. Gov't class in high school and it includes the decriminalization of the possession and cultivation of marijuana (legalization is too big of a topic for me, i would never stop lol)

I have to write a Bill Brief, summary and argument for bill, and have only included some facts about THC and some statistics about deaths and usage totals in the U.S.

I have a question that has been bothering me for a while.

And don't answer if you don't know that honest to god truth cause i won't even read your answer.

But does marijuana really contain rat poison and tar, or just chemicals FOUND in rat poison and tar?

Cause if it contains them, then it is very misguiding for people to say it has rat poison and tar in it. Same with cigarettes.

Also, if you have anything I could add to my bill that you feel is a good reason why marijuana isn't bad, then feel free to add that in too. :D thanks!

it does contain tar but not rat poison and bring up that most all research done on pot was done in the 1920 and that the declaration of Independence was written on hemp so should we destroy it? and I'm sure you can find a lot of more facts on the Internet
