Writing an e-mail to town official we know?

Is it proper to write:

"I am Davy Jones & I live with my wife Drusilla & two children on Drury Lane"

He knows who we are & he's been to our house. So do we state who we are & state which neighborhood we live in? Especially if we are writing about a neighborhood concern.

Since this is not a personal letter, instead being a business of official letter, it would be proper to address it in the more professional manner and not as a personal letter.
