Yes, you have to change your regional settings, it is a thing called and input method

You go to regional and language options in the control panel, then you go into the keybords and input tab, from there you can click the only button on the screen to get into another screen from which you can select Chinese as an input method from the drop down list. You will have to check somewhere in regional languages a box that installs eastern fonts, otherwise Chinses will still not be an option.
