Wth is the macro function on the s760 samsung digital camera?

I know what it does but it doesn't seem to do anything here, am I missing something or is that just a scam function?

It is supposed to allow the camera to focus at closer distances.  Focus as close as you can then switch to macro mode and try to focus closer.  If you succeed then it is working fine.

It allows you to focus at a closer range than you could otherwise.  Exactly how close depends on the camera/lens.  In this case it is supposed to allow you to get as close as 10 cm and still be able to focus the shot.
