  1. If you're watching satellite TV, you already have your converter. The satellite box IS the converter. Same with cable. There's no requirement for either of these to stop delivering analog video outputs... and since even most digital TVs also still accept analog inputs, this will be around for quite some time.

    The FCC changes coming next February are related to broadcast, over-the-air video only. They don't really care about the analog video so much as they care about reclaiming some RF spectrum... some of the channels currently used for analog will be used for non-TV things (there's still some arguments going about "just what"). But digital TV was a big change anyway, and the broadcasters really don't want to have to keep both digital and analog systems simulcasting.

    So in short, you only need the converter for over-the-air TV... and only if you have an old analog TV. Every large TV, analog or digital, sold new in the USA in the last year or more had to have a digital tuner, so it doesn't need a converter box. Same with VCRs and DVRs and other things that include TV tuners.
