It means thinking in a logical and rationale manner.  That involves reading and assessing for accuracy and impartiality (understanding the distance between what is objective and what is not), and formulating an opinion based on that reasoning.  It does not mean just regurgitating information bur rather making sense of what you've read.  That's the important section on the SAT, and includes reading comprehension and others.
