  1. I assume it means the same as a bad user, for example if you get banned because of abuse then your ip address is listed as a bad ip


  2. Jee Zeers is right. However, it may not be your fault. I had a similar problem and contacted the site administration asking why and it turned out I was on a shared IP (from my ISP) and the IP address was probably banned due to someone else’s inappropriate behaviour. Contact the website and explain to them.
