  1. Are you refering to Simluating a runtime enviroment for an application?  IE: run an application in vista but emulate a Windows XP enviroment?  

    If so; yes; There is an option if you right click the application you can choose the Compatability tab then choose the operating system you would like to emulate (Xp; 200; etc...)

    As far as astetic emulation... You may want to try windowblinds; its a theme program that offers a xp theme for vista.
