They can, they just aren't obligated to do the formal prayers.

IF that is true, I cant imagine what a woman with a medical condition that makes her bleed all the time would end up doing.

Allah is great. Allah is merciful and kind. In respect to the duty of a woman ( give birth,  taking care of family, working, doing house hold core and etc ),Allah granted an excuse for woman from performing prayer during her period.
