I think it's outlawed because our leaders and a lot of the public don't believe in individal freedom. They believe their moral views, such as that drug use is wrong, outrule a person's freedom to do what he wants as long as he does no immediate harm to others. Also, weed is weed, so it's harder to regulate and tax because it can be grown in your backyard. It's not about health issues, as you've mentioned, becuase then tobacco would be outlawed. It's a weed, and outlawing it perpetuates the prison-industrial complex, profits, and social control.
