  1. Try calibrating your monitor maybe, search for monitor calibrators in google, there are different types of colour format, that photoshop uses, im not an expert but i know you can change something like that lol, wait for someone clever to give you an answer lol

  2. i would suggest that you adjust the hue and saturation on photoshop, and make the background blue.

Then save it and see how it looks on the computer. if it comes out blue then you know that its blue on both photoshop and your computer.

  3. RGB Colour

Colour monitors generate colour by mixing three different colours of light - red, green and blue. These three colours mix to form all of the colours in the RGB spectrum. You can set your output to 216-colours (the Web palette), 256 colours (8-bit color), thousands of colours (16-bit color) or millions of colors (24-bit colour).

    CMYK Colour

Printing generates colour by mixing four colours of ink - cyan, magenta, yellow, black. Before printing your image must be converted in to CYMK colour. This colour mode is the most critical for images that are to be printed (photos, brochures, magazines, etc).

In any colour system, the primary colours are the foundation for all other colours. Photoshop uses several systems of colour representation. These systems are Bitmap, Grayscale, Duotone, Indexed Color, RGB Colour, CMYK Colour, Lab Colour and Spot Colour. They can be selected through the Image > Mode sub-menu. The gamut (range of colours) that can be produced in any colour system varies.

You can determine the current mode or change modes through the Image > Mode menu. I suggest you have a play converting your image in to different colour gamuts to see how they appear on monitor, in Photoshop and when printed.
