YOUTUBE: Why is my youtube partner application taking to long to be reviewed?

I waited 4 days and still no answer I also went to the partnership program apply page but I could not apply it said Your application is being processed WHAT DO I DO?

I have the same problem but it could take days, weeks and months but you just have to wait
