It looks like there are two levels of seats, one on top of another with steps to get to the upper seats.

It's a clever idea, but I see some serious questions that need to be addressed. Large numbers of seats are not accessible to the elderly or the handicapped because they won't be able to climb into the upper seats. That ought to generate a few lawsuits. Boarding will crawl to a stop while people climb up into the upper seats. And, think of the lawsuits when people slip and fall while climbing in and out.

And, what about the overhead bins? I can't see where there is room for them with double-decker seats. Customers won't like that.

I'll give this guy credit for being creative, but (pardon the pun) I don't think that this will fly.
