I can't send invitations either.  360 is pretty well broken and Yahoo are not going to fix it because they are busy developing their new profile platform.  You can read their blog about it here:-

360 has a lot of bugs that they aren't fixing due to the new platform they are creating. The invites are just another annoying bug.
