Yahoo PC to phone calls to Papua New Guinea?

I have been trying to make a PC to phone call to PNG with the phone ringing but the receiver not actually receiving the incoming call.

What is the problem??

It is not uncommon, when using VoIP, that the ringing you hear is not synchronized with the actual ringing of the termination point of the call.  Some voip calls actually "simulate" the sound of the other phone ringing.  But, in reality, it is just waiting for the call to connect to the destination number and phone.

There is apparently a routing and connection problem with the routes your VoIP calls are being routed through.
