is it possible for the commissioner of the league to make a draft pick for somebody during the draft if they are not present?

No, if a manager is not at the live draft then the computer will pick their team based the manager's own pre-draft rankings.  As a commissioner you have no power over other managers team pre-draft or during the draft...but you do afterwards.

As far as I know, no.  If the manager is unavailable to draft his picks, then the Autopick function kicks in.  The best that he could do is pre-arrange his player preferences and hope for the best.

No, Yahoo uses auto pick if they are not there. So their pick will go off of Yahoos list unless they make their own.
