Yahoo fantasy football keeper setting?

Where do you select which players you wish to keep in Yahoo? This is the third year for our league, and this has not been an option before. Is there a setting that the commissioner needs to change to allow managers to select their keeprs?

in the commissioner tools there is an option to set draft order and keeper options .
