Yahoo web page is bigger than normal . i cannot see the bar to the bottom of my pc . is it called the act

hi when i click on internet explorer which is yahoo the page is so big that i cannot see the toolbar to the bottom of my computer. also if i click on a website within a web page it appears smaller like a six by six square? help.what can i do to correct this?
