Yes, only if the owner has set the Links feature to where members can add links.  If you are signed in to the group and click on Links and do not see the Add Link button, most likely the owner has set it to where you and other members cannot add links.  If you want to know for sure, you can email the group owner and ask about it.

One other thing, sometimes the Links and Files pages are wider than your browser window. If so, you would have to use the horizontal scroll bar at the bottom to scroll to the right in order to actually see the Add Link or Add File button.
