  1. yes

  2. Majority of people in Nepal are Hindu and for them "cow" is a sacred animal, and Nak (female Yak) being a cow is considered sacred.

However, Yaks are raised by Nepalese people with Tibetan culture, who are Buddhists (not Hindu!). They do consume Yak meat, either from naturally dead animals, or by slaughtering in hidden places. In Tibet, which isin  close proximity of Nepalese Yak rearing areas, Yaks are slaughtered frequently.

Unfortunately, Yak population in Nepal declined ten fold from 1984 to 2000. It was not actually by slaughter, but due to less interest of people in rearing Yaks. Yaks crossbreed with local cattle, and hybrids are also useful for various purposes. So, pure Yak population is declining.
