Yamaha Chappy Shifting (Moped)?

Question

How is the right way to put a 1975 LB50 into gear. All it says on the bike is shift when stopped. But even though it isn't moving it still grinds the gears. Is it something i'm doing or is it the bike.

a Harley Davidson dont cost that much.....
