I'm guessing this might be Chinese/Mandarin?

If so, there are many possible phrases, but it's impossible to know exactly what you're looking for without the context it's from.

I can only think of one that would make sense:

要錢 ("yao qian"- the Q is a "ch" sound) is to want money, or to ask for money.
