Yellowish Bleach Discoloration?

Does anyone know how to remove the yellowish bleach discoloration that it can sometimes cause on white cotton clothing? Or maybe it can't be removed? How about white ink? will that work?

use rust remover such as the product called super iron out you can buy this from walmart or target both sell it.
