Was a vaccine ever developed to offer protection against the "Yersonia Pestis" bacterium.

If so was it sucessful?

If not why?

    The vaccine is recommended for research workers in plague infested areas and in certain laboratory workers. About 7% of recipients do not develop protective antibodies and others respond only with low titers of antibodies of uncertain efficacy. The vaccine is not entirely successful in that it may modify the severity of the disease but does not reliably prevent plague. Exposed persons still need antibiotics.
