M Street in Georgetown is not normally known for inexpensive stuff, but stores like Commander Salamander (a staple for around thirty years) stay up on the trendiest stuff, so a lot of the "not so trendy anymore" gets sold off at a hefty discount. Other than that, the answer about the Salvation Army isn't too far off in this area - lots of monies that don't have many brainies attached to them give away expensive stuff all the time.
