Yolk not attached to the girth?

i noticed an item on a horse in the derby that looked like a broodmare headcollar... it appeared to be a leather yolk but with out the attachment to the girth. what is this piece called. is it for holding on ?

  1. Curlin wore one in the Preakness, it is called a yoke or a neckstrap, basically as you thought  it is an aid for the jockey, Especially on a young or green horse, if the horse acts up in any way a jockey can slip a finger under the yoke and it helps you feel a bit more secure!
