That depends only on your definition of white.  For most practical purposes they are white, but their spectral content does differ from sunlight.

did you know that LED stands for light emitting diode? the last phrase of your question is redundant.

White light is technically all the colors of the rainbow together.  LEDs don't do that.  So therefore, they do not generate true white light.  They can make it look white through sorcery and other forms of dark magic, or as I like to call it, physics.
