  1. Nuclear reactors  the process takes place when the critical mass is established. Then control rods and shut of rods are inserted to stop the collission of nutrons and the power out put can be controlled.

Natural decay can not be stopped. It is a very slow process.

  2. Radioactive materials have that physical property, that they are unstable and break down slowly by giving off alpha, beta and gamma particles. It is a natural occurrence and they degenerate into another element until they are stable. Uranium eventually becomes lead by shooting out particles and energy.

  3. No, that's impossible.

The lamp depends on an external switch to receive its power; it runs on electricity. In uranium, the power is generated by the metal itself; it is radioactive. It is not possible to stop such an internal source of power by simple means.

Decomposition of the U atoms can be sped up in reactors, but the decay products can be deadlier than the metal itself.
