  1. The way I see it is like this. If you want to accomplish something you shouldn't just sit around and think about doing it (this is staring into the river) You got to get right into it and give it your 100% (you got to jump into your boat and cross the sea, staring into a river won't help you cross the sea)

  3. It means that you can not make something happen or solve a problem just by thinking about it, or by having good intentions but taking no action. For example, if a person wants to be a doctor, that person must actually enrol in the course and study. Just ordering medical school brochures won't make that person a doctor.

    1) The asker thinks crossing sea is difficult than crossing a river and you are not capable or either.

    2) Asker is teasing you for the matter that you are still not serious about the real life where u are always interested in small small things.
