  1. It's impossible to do on a flat sheet of paper.  But if you draw it on a torus (donut shaped), you can have lines going over and under others.  There is one trick you can do: run water, elec, and sewer through one of the houses.

  2. Yes you can.

Since you didn't specify the location of the houses in relation ship to the utility I will take advantage by having each house located on a circle.

The utilities are located in the center hub and project out to each house.

  3. Sure you can.  Run the water line down the street in front of the houses, the sewer line in the back and the electric lines overhead.  Or you could run the sewer lines under the houses, where they are most useful anyway, and the electric lines in the back.

Here's a more challenging trick: try to run the lines to all the bathrooms, sinks and outlets and switches inside the house without crossing.

  4. It is not possible to do it.  To prove it, draw them this way.  Draw the 3 houses in a line.  Above the line of houses, place the sewer, and connect it directly to each house.  Then below the line place the water and connect it directly to each house.  there is nowhere that you can place the electricity and get to each house without crossing a line.  the setup you drew is topologically equivalent to any other setup (by moving the houses around you can get back to that arrangement.)  In order to get the 3 utilities to the 3 houses you would have to live in a donut shaped world. Do a google search for this problem, it's a popular one.
