You tube is playing in start stop mode, internet security is on medium, how do i make it run smoothly ... ?

This is nothing to do with security on your PC it is to do with available bandwidth. When you connect to a video hit the pause button untill it has finished buffering and then start the video and it will run  smoothly

Nothing to do with your security!!

When you click on a video pause it, there  should be a red bar on the timeline.Wait for it to go to the end of it or go ahead of the playing thing then click play. You sometimes have to wait for it to finsh buffering
