Thats a really good idea.  It looks very professional.  I don't want to make an account because i dont buy from EBAY that often, but if I did i would use it.  I noticed that is was secure (verisign) so you should really mention that somewhere on the website so users know that their information is safe.  In general very good.  I  also looked at the How it Works page and it is a very good concept.

One question: do users get a discount or do they just get cash back?
