Youtube? Director but video 11mins not allowed?! HELP PLEASE?

How is this possible?

Ive googled it but cant find anythin, im a director on youtube and today i wanted to upload a video of 11 mins but it got rejected because the video is too long :S ive seen a video of 4 hours.... how is this possible that i cant upload it? everyone else except the directors can upload maximum 10 mins, directors have no limits i think

Now I'm curious. How does one get to become a director on YouTube? I always thought that YouTube was a video-sharing site which only uses videos which people upload to it. I didn't know that YouTube actually makes its own videos. I know someone who directs a lot of videos which are shown on YouTube, but he doesn't call himself a YouTube director. So are you employed by YouTube? I would really like to know.
